On July 1, 2024, Google will implement updated surcharges for ads served in Italy, Spain, and Turkey.

Updated Surcharges

Starting July 1, 2024, Google will apply updated surcharges on the next invoice or statement for ads served in Italy, Spain, and Turkey. Consequently, invoices or statements received in August 2024 will reflect these changes:

  • Ads served in Italy: A 2.5% Regulatory Operating Cost (increased from 2%) will be added to the invoice or statement.
  • Ads served in Spain: A 3% Regulatory Operating Cost (increased from 2%) will be added to the invoice or statement.
  • Ads served in Turkey: A 7% Regulatory Operating Cost (increased from 5%) will be added to the invoice or statement.

The updated Regulatory Operating Costs (ROC) are being introduced to cover part of the expenses associated with complying with regulations in Italy, Spain, and Turkey.

Ads Purchased Through Google Ads

  • These updated surcharges will be displayed on the invoice or statement as a separate line item for each country. They will also appear in the “Transactions” section of the Google Ads account. Charges will apply for advertisements served in the mentioned countries.
  • Any applicable taxes, such as sales tax (including goods and services tax and VAT), may also apply to the updated surcharges.
  • For accounts on monthly invoicing or automatic payments, these updated surcharges will be added to the account budget. For instance, with a budget of €100 and an accrual of €3 in Spain ROC for ads served in Spain, the billed amount will be €103 (plus any applicable taxes).
    Example:
    If the budget is €100 and €3 is accrued in Spain ROC, the total billed amount will be €103 (plus any applicable taxes).

  • For accounts using manual payments, these updated surcharges may be charged after the payment has been fully spent, potentially resulting in an open balance that will be automatically deducted from the next prepayment.
    Example:
    If €3 of Regulatory Operating Costs are accumulated for ads served in Spain, and a new payment of €100 is made, €97 will be credited towards displaying ads, and the available balance will show €97.

YouTube Placements Purchased on a Reservation Basis

The updated surcharges will be shown on the invoice as a separate line item per country and will be added to the media plan budget.

Example:
If the budget is €100 and €3 is accrued in ROC for ads served in Spain, the billed amount will be €103 (plus any applicable taxes).

Ads Purchased Through Display & Video 360

A more complete description of the updated surcharges is available, with important details including:

  • The updated surcharges apply specifically to the media cost of ads served in the impacted markets, not on Display & Video 360 Platform fees, Data fees, or Other fees.
  • The updated surcharges will appear on the invoice as a separate line item per country. They will also be displayed on a “Regulatory Fees” page in the invoice and on the “Transaction history” page in the DV360 account. Charges will be based on media costs for advertisements served in the specified countries.
  • Any applicable taxes, such as sales tax (including goods and services tax and VAT), may also apply to the updated surcharges.
